Programme Engineer:

The incumbent will be responsible for overseeing major construction and contractual works, dealing with the government, communities and related authorities for the rebuilding of schools in the upper Siran valley.

KEY RESPONSIBILITIES:

• Plan, monitor and manage the day to day activities related to Plans partner in school construction .

• Monitor and oversee the work of partner and contractor, and ensure quality control.

• Ensure proper and regular documentation and reporting

• Coordinate work with the Government as per ERRA's standards and procedures

• Liaison with other external stakeholders including communities, NGOs and UN agencies involved in construction in the Siran Valley.

• Ensure accurate and timely reporting of activities, including documentations.

• Ensure that Plan's ethical standards and Child Protection Policy are followed by partners and contractors.

QUALIFICATIONS:

• BA Civil Engineering and a minimum of 5 years working experience.

• Extensive experience from managing or overseeing community based infrastructural programmes in rural areas, preferable with a humanitarian organization or development agency and an understanding of participatory approaches

• Significant experience in design, construction and planning, including contractual administration, site selection and preparation, specification development, contracting. reading plans and quality control.

• Culturally and socially sensitive, able to work successfully with partners and sector professionals

• Good communication and drafting skills in English

• Must be able to work independently as well as being a strong team player.

• Capable of working in hard conditions and willing to under take extensive travelling to construction sites (Siran Valley). Capable / comfortable with residing in remote location, with basic comfort and limited services.
