LG Citizen Participation Advisor (NWFP, Sindh and Baluchistan)

The urban institute (UI), a non-profit, US-based consulting and research organization, is implementing the three-year, USAID-funded Pakistan Districts that Work (DTW) project at the district and tehsil/taluqa municipal administration (TMA) level in four provinces in Pakistan. The DTW project seeks applications from highly qualified and experienced Pakistani professionals for the following positions, based in Islamabad, NWFP Sindh and Baluchistan. More detailed terms of reference for each positions will be provided in short-listed candidates.

Citizen Participation Advisor (NWFP, Sindh and Baluchistan)

Responsible for implementing the project's local government citizen participation capacity-building program in participating districts and TMAs. The program includes training and technical assistance for local government administrations and councils to solicit and manage civil society participation in local government planning, administration, and decision-making. The program will also include capacity-building for community-based organizations in strategic planning and organizational development in order to participate effectively in local government planning, decision-making and project implementation.

Required academic qualifications and work experience: Masters degree or higher academic qualification in public administration, organizational development or other relevant field with 5-10 years of work experience in local government or NGO organizational development, public administration, or other relevant field.

General requirements for all listed positions:

Fluency in spoken and written English; ability to produce high-quality written and oral reports and presentations; excellent skills in use of computers and computer software, including Microsoft Word@ Excel, and PowerPoint, excellent interpersonal skills and teamwork are essential for all positions. Some travel will be required for these positions.
