: LEGAL AID VOCATIONAL TRAINING CONSULTANT
A Consortium of International Rescue Committee (IRC), ISCOS and Norwegian Refugee Council (NRC) are delivering an EC funded programme working toward Legal Aid and Vocational Training for Afghan refugees and support to host communities in Pakistan. Currently the consortium project seeks services of an evaluation expert / consultant who will be working across these three organizations to assess the overall impact of the programme. The consultancy is based in Peshawar for a period of eight weeks.
Summary of the Consultancy Assignment:
The evaluation aims to determine the extent to which the overall and specific objectives of the programme have been accomplished He/She will analyze both quantitative and qualitative data generated by project monitoring and internal evaluations; identify the major issues/factors influencing achievement or non-achievement of program objectives; Measure the achievement (outputs and outcomes) against the information mentioned in the project's Logical framework (activities, results, indicators etc.): and analyse the level of success of the programme in achieving the programme objectives in terms of relevance, efficiency, effectiveness, impact and sustainability. The consultancy will require a final report and debriefing for the representatives.
The Evaluation Expert / Consultant should have the following expertise:
University graduate having at least 3 - 4 years of experience in project assessment., design, monitoring and evaluation ideally in refugee setting; Possessing deep understanding of evaluation techniques / tools and practical experience of conducting research related interviews and focus-group discussions. He/She should have report writing skills, fluency in written language; ability and willingness to work and travel across the program area (NWFP). He /She should be computer literate especially in MS Office.
