NOTICE INVITING APPLICATIONS FOR PRE-QUALIFICATION

of mining companies / firms for grant of ten-year mining lease for Emerald and Topaz.

The Directorate General Mines and Minerals, Government of NWFP invites applications for pre-qualification from interested parties for the auction of the following gemstone bearing areas (Emerald and Topaz) inclusive of reality, overs the areas mentioned against each. Te auction will be held through sealed bids / tenders.

1. Name of Mineral: Emerald
Extent of Area: 182 acres
Location: Near Mingora district Swat

2. Name of Mineral: Emerald
Extent of Area: 50 acres
Location: Near village Gujar Kili tehsil Alpiri district Shangla

3. Name of Mineral: Topaz
Extent of Area: 15 acres
Location: Shaheed Ghundai Katlang district Mardan

4. Name of Mineral: Topaz
Extent of Area: 6 acres
Location: Shamozai district Mardan

The terms and conditions for pre-qualification of parties require furnishing of the following information / details:

1. Name of the company, firm or individual with complete address, telephone and fax numbers. The foreign investors (company, firm or individuals) are also entitled to participate for pre-qualification provided firms, companies are incorporated in Pakistan.
2. A certificate clearly indicating the financial soundness / credit worthiness of the company, firm or individual will also be required.
3. In case of applications from foreign companies / firms / individuals, they shall get themselves duly registered / incorporated with Board of Investment / Security and Exchange Commission of Pakistan.
4. In case of already existing company, firm, an audited statement of accounts for the previous three years is required. In case of new company, firm or individual, a financial soundness certificate from any Banking Institution will be required.
5. National Tax Number and Computerized NIC of the individual, company / firm its directors / managing partners and parties in individual capacity shall be submitted.
6. Details of experience of parties (individual / company / firm or any of its directors) in the field of mining exploration in past or present. Involvement held in gemstone mining be highlighted. List of qualified mining personnel with bio-data, address, qualification, and experience of the company / firm shall be provided.
7. Details of necessary (mining machinery, earth moving and processing) which could be utilized for mining operations.
8. The company, firm or individual who has the expertise / capabilities for value addition for the gemstones in the shape of cutting and polishing provide sufficient evidence in this regard shall stand eligible to apply for pre-qualification.
9. The parties which have already applied for pre-qualification for Mingora Emerald Mines need to apply afresh. They shall, however, submit letter of intent expressing their interest for participation in the auction.
10. Incorrect information / documents supplied will render the company, firm or individual disqualified.
11. The closing date for receipt of application is 19.07.2008 and no application will be entertained after the due date.
